Did my issue reach Done by Feature Freeze date and time?

I want to query several projects across several sprints to see if the issues we are including in a release were in the "Done" status by 12:00pm on a certain date.

For example;

status was not Done BEFORE "2020/11/30" 

Is there a way to add a time component to this?  I need to know if the issues were in the Done status by noon on that date.

Try this: 

status was not Done BEFORE "2020/11/30 12:00"

How do I verify that the time is correct?  I feel like the timezone in my jira instance isn't the same as my personal timezone.

Go to Settings > System > General Configuration

Then check the Default user time zone
