Developing and debugging Jira plugin on host with maven repo restricted by firewall

I have big trouble starting debug server on local machine behind firewall blocking Atlassian maven repos.

Also have problem starting Tomcat installed manually

Another questions: Is there possible to colorize Maven log output on Windows machine (Eclipse/Windows PowerShell/etc..)

As I mentioned on firewall-free development hosts Tomcat should be copied to  \target\container\tomcat8x\ automatically.

Please provide instructions how to configure Tompact manually (with tomcat8x directory structure) on host  with restrictions.
