We are running JIRA 6.4 and once of our largest projects is having and issue with an unknown user starting sprints.  The larger issue here is that we have 60+ users with the Global administrator permission that are not going away any time soon.  Is there a way to determine who is starting these sprints?

Normally when someone is starting the sprint this is updating issues on this sprint. Check the notification that includes changes related to affected sprint. You should see who triggered this change.
