Description and Comment field format default is markup

In the description field,  text editor options( Bold, Italic, underline, font colour, bullet list, number list, icons, tables, links, attachments  - ALL  format option in the description field)  does not apply actual format instead you see literal characters.. Look like it's set to markup default. 

Is there any option to change it to visual?

That's odd, are you sure that first screenshot is from a Jira Cloud instance?

Does the URL end in atlassian.net?

Because to me it looks like an older server instance where the visual markup was only visible after saving.
