Description/Comment formatting corrupted after moving bug to different Project

The description and comment formatting was corrupted after moving bug from one project to another project

JIRA ships with 2 Text renders you can configure for fields and comments:

1. Default Text Renderer
2. Wiki Style Renderer                        https://confluence.atlassian.com/jiracoreserver073/editing-and-collaborating-on-issues-861257335.html

Also the formatting is not limited for a project. The format will be for the entire instance.

I am not sure how and why is this problem arised in your scenario. 

In the General settings Enable HTML in project description 

Enable HTML in custom field descriptions and list item values are the two values which will be enabled if HTML is required. And this is applicable for the entire jira.
