Go to project settings --> Permission scheme --> Update Work on issues.
Work on issues grants permission to log work on an issue, that is to create a worklog entry.
Please note: If the permission scheme is shared with other projects, changes will be applied to all shared projects. In this case, you need to create a copy of permission scheme, modify the copied scheme and map the copied scheme to required project.

You could put properties on all the status in the workflow that would remove the permission, but it is far easier and more maintainable to remove that group from the permission scheme.

Or you can modify the Permission Scheme to add project roles and then just place the users in roles on the other projects that have access to the Work on Issues. This is definitely more straightforward and a better long term solution.
