Delet users

I am not able to delete users nor manually mask their data.
We need to be able to fully anonymise or delete users. From the guide on anonymizing users, I don't have the same buttons in my setup.

When I go to User Management --> USers --> I can only select remove user, but it does not work.

• When you say "manually mask their data", do you mean try to control what information is shown on their profile? If so, you will need to verify the domain and claim accounts to make them "managed". Verify a domain to manage accounts 
• If you want to delete users, unless you are an organization admin, you can only remove the users from your site and disable product access. Remove or suspend a user 
• If you are an organization admin, you can delete users from the organization-level. What is an Atlassian organization , Delete a managed account
