Default issue types for team managed project

I am trying to create a new team managed project(s) using XRay.  This requires a bunch of issue types to be added.

I have updated the Default Issue Type Scheme to include all of the Issue types that Xray uses.

When I create a new Team Managed Project - these issue types do not show up in the project.  It appears the only way to add them is to manually type these in for every project I create.  I thought that this should take care of it.... but it does not.
