When we move a ticket from any project to our BRC project, the default status is "Declined". It should be "Backlog". Can this be changed in the moving process?

The default status is decided as per the project's workflow that you are moving the workitems to.
If you check, for the issue type you are moving into BRC, the workflow's initial status must be “Declined”, hence when Jira has to remap the issue’s status during the move, it lands in declined status by default.
To change this so it defaults to “Backlog” when moved into BRC:
1. First, Identify the workflow used in BRC
2. Set “Backlog” as the initial status
Important note: If BRC uses different workflows per workitem type, you might need to repeat this for each workitem type you move into BRC.

Not sure how Atlassian determines what the default Status is during the Move process - that's bugged me for a while, also.
You might try updating the Transitions to add a property for the opsbar-sequence. Use 10 for the Create transition to Backlog in the workflow used by the BRC project, and 20 or higher for all of the other transitions.
