Default Assignee for QA Lead During Workflow

Recently updated Jira from 6.4 to 7.1 and I can't find a way to assign the QA lead as the default assignee when an issue moves from "Development" to "QA Testing". It has the option to set the Development lead as the default assignee and it allows you to set the person by name to be the assignee, but it doesn't give you the option to set the QA lead. It used to be an option back in 6.4. Is there a new process to accomplish this?

Jira does not have such entities as QA lead or  Development lead. What are these entities? Are these users? If so then you should check the Assinable User permission in the project permission scheme. the QA lead must be included in the Assinable User permission either via a group or a role or the user (better via a role).
