De-activating a user in JIRA

I'm looking to de-activate a user in JIRA in order to maintain ticket history and re-allocate the license to a new user.

I've followed the steps here https://confluence.atlassian.com/display/JIRA/Managing+Users#ManagingUsers-Deactivatingauser however when editing a users profile I don't see the 'Active' check box.

Any ideas?

What version of JIRA are you using? This feature only available on JIRA 5.1 and later as you can see in the release notes.
