Date tool in velocity for Plugin

I am writing servlet plugin in JIRA . I need to format date in velocity.

How can i achieve this?

I have tried $dateTool but didn't succeed.

Is it correct to use TemplateRenderer to render templates? Will it include standard velocity variables into the context?
