Dashboards are not updating when groups are added

I'm trying to share dashboards with groups. I am definitely hitting the +Add button, not making a rookie mistake there. 

Sometimes after pressing save the loading icon spins and nothing nothing happens. I can press save over and over again. 

Sometimes when I press save the window closes, I get a message saying my updates have been made, but the dashboard is still marked private and not part of of Jira Group. It feels like a bug but I can't find anything from less than 2 years ago on having trouble saving dashboard groups and those all had error messages. Mine says it worked but didn't.
