DR setup in jira 6.4

We are using JIRA 6.4 (without data center ).below are some requirements from our team.

So we request you please provide some steps for DR setup.

Requirement:-

• Production and DR always be in sync.
• At any time prod goes down DR can start without affecting the end user.
• Once we do the reindexing in production/DR no need to do the same steps on another server.

You need Data Centre to get this.

The closest you can get without DC is a warm standby - a stopped Jira install on another machine, replicating the database to the backup, and synchronising some of the home directory.  When you have a problem, you shut down production (if it's running), start the other one and run a full re-index and repoint DNS.
