DB Connection issue with 19.3 DB client

Dear team,
please provide your suggestions to fix out DB Connection issue with 19.3 DB client.
We have installed 19.3 client and configured appropriately so that our 19c DB could access but unfortunately it doesn't work rather we see the Jira startup failure issues due to DB configurations issues.
I've tried by adding 19c or oracle to the dbconfig file but that doesn't resolve our issue. we have ojdbc.8 jar installed and placed in right path.
Jira only works if we define 10g in the config if we define <database-type>oracle10g</database-type> if we define anything with 19c, 19.3c or 19g it doesn't work.
Please provide your suggestion to fix the issue.
