Hi @Silvana Cudris , welcome to the Atlassian Community and thanks for your question. 

Unfortunately, there is no recycle bin in Jira. Once things are deleted, they are gone for good. 

This is why it's important to be very selective about who has the delete permission. https://support.atlassian.com/jira-software-cloud/docs/delete-an-issue-from-your-list/
