Read through the documentation on how to customize charts on the dashboard. But, I cannot find where to do this? Is this a permissions issue?

The chart output depends on the issues returned by the filter.
If you have 10 issues in Status A and 5 in Status C, it will display the numbers accordingly:
Status A - 10
Status B - 5
But if the filter does not return any issues in Status C, then Status C will not be displayed at all in the gadget. It is not possible to make the Status C to appear with '0' value.

In order for you to edit a dashboard you would need to have permissions on that dashboard to do so. If you would like to create a new dashboard you could customize that. Here is information on dashboards https://support.atlassian.com/jira-software-cloud/docs/work-with-dashboards-in-jira-cloud/ You will want to follow the second one on creating a dashboard and then adding your own gadgets to it. Follow up question, is it possible to customize the charts on the dashboard? I have added a pie chart with a filter by Status. The Chart is not showing Statues with a '0' value. Is it possible to add this? And, can you point me toward documentation?

@Katie Hemmer You are correct. If a status does not have any issues associated with it then it will not show on the gadget. This is the proper behavior, and you cannot change that. As issues get added to the status they will show up.
