Custom language pack not working

Hi there, 

I'm trying to make Jira DC available in Macedonian (MK) language available, but after applying the language pack downloaded from Atlassian Repository: com/atlassian/translations/jira-language-pack-mk_MK/ nothing is being translated. 

I've tried applying MK as default language, user default language in the profile settings, but nothing works...

Can someone please help me with this issue? 
We really would need the system language localized in our enterprise environment.

Unfortunately, the language pack published at https://maven.artifacts.atlassian.com/com/atlassian/translations/jira-language-pack-mk_MK/ turned out to be empty...

We'll need to create our own language pack.
