I'm wondering if it's possible to configure a custom field to behave like the "Component" or "Issue Link" field where you can select multiple values from a pre-defined list. I'm aware of the multi-select custom field but that displays a box with all the available values and requires you to hold shift or ctrl to select multiple values.
On the server version of Jira you could add some javascript to the description field to make the multi-select custom field behave like the "Component" field, but as I understand it, custom javascript is not possible in Cloud.
