Custom Field visible even with no data selected

I am trying to achieve a condition that even there is no select list value selected from the drop down list, custom field should be present on screen with blank value.

Any pointers on this would be really helpful.

You'll need to either hack JIRA core code to inflict empty fields on the view, or add an option to each select list to represent <empty>, and make the field mandatory so that it's always filled in.
