Custom Email in workflow is not showing approval buttons

Hi all

we have a workflow which on creation fires a custom email and within the email it pulls the approve or reject buttons from the next transition  ${getWorkflowButtons.call()}

The issue we are seeing is the next transition has a condition so people in the selected project role can transition (approve) 

The email looks to be taking the condition from the next transition (those restrictions are not on the create)
