Custom Alerting?

Hello cool People,

So I have been working on a requirement by one of our department with regards to JIRA alerts that they are receiving. Basically one of our Project has this 21 status workflows with a web of transitions and  every transition and status change  would fire the "Generic Event" in JIRA and  send the notification  to the reporter, assignee and watcher. 

The workflow has this 3 phase Development/QA/Production and  a team wants  not to receive a notification when a ticket is moved  around in development and QA but only when its on the production phase of the workflow.

Is this something doable?

You could just change to a custom event on the transitions on QA / DEV?
