Can I set up an SSO using PIV certificate user based authentication using Crowd.

To connect I would need a PIV card, presently JIRA is connected to MS Active Directory.

Hi Roger, smart cards are not currently supported by Crowd out of the box, however there's an improvement request here to implement this. At the moment, you may consider developing a custom authenticator for this purpose.
