Creating new jira from jenkins job is not working

We created new jenkins job and created new OAuth token following the https://developer.atlassian.com/cloud/jira/platform/jira-rest-api-oauth-authentication/ documentation and got success when we add all the token in jenkins...

When we try updating particular ticket it is working but Creating new jira from jenkins job is not working.

Have you made sure that the user you are connecting with from Jenkins has permission to create an issue on the specific project?  Have you also made sure that the proper fields (required fields) are being sent through the API on issue create?
