My team is working with Jira Software v8.20.11 (Server).
We have received a request from a user to create a new issue type and make it the parent of the Initiative issue type. This would be a deviation from the default hierarchy setup our system uses, such as Epic > parent of Initiative > parent of Story, etc.
I checked the support documentation, and it appears that you can use Advanced Roadmaps to create these hierarchies. However, this would alter our default setup across the board and affect thousands of projects.
Does anyone know of a way to create a customized issue type hierarchy for a specific project? Can it be done using Issue Type schemes or another customization? Or is it not possible in this version? Thanks!

You can use issue links like "parent of" etc to create your own hierarchy without impacting the roadmaps settings.
However you would need a custom app to visualize this type of hierarchy based on Issue Links.
If you are open for a mktplace app, you can try out our add on which works on Jira server as well..
