Something is going wrong when I try to create a classic project. When I create it, it lands on a screen telling me the project isn't available. I am the Jira Admin for this account. I figured it is some janky permissions thing. SO I added myself specifically as an Admin on the project. This does not fix the issue. What in the heck is going on?

The error you are facing when creating a new project occurs because the permission scheme related to the project is not configured to allow your user to browse the project.
Explaining better, you can still be blocked from access a project even if you are a site-admin or added with the admin role in the project, in case this role is not added to the Browse projects permission under Project Settings > Permissions.

To add your user to the Browse Projects permission of that specific project, you can follow the steps below:
- Navigate to Projects > Click in three dots icon on the right side of the project > Project Settings:
- Go to Permissions using the left panel
- Click in Actions > Edit Permissions and add your user to the Browse Projects permission
In order to prevent this problem from happening again, please take a look at the KB provided above to know how you can set your user with the default project roles added to the notification scheme.

I'm not sure why but, Administrators did not have Browser Projects permission on the created project.
