We're considering replacing our MangeEngine ServiceDesk with Jira. One feature that we would lose is the ability to create PM's that would have text and date/time that automatically creates a ticket and assigns to a specific individual. I can probably figure out how to automate something outside of Jira but was wondering if there is any capability within?

Natively there is not a method to automatically create issues as reoccurring tasks for a preventative maintenance method as jira is designed as an active task tracker (so manually created and addressed). And as covered in the following Feature request for this we made the decision not to build a native option for auto generation of issues on a schedule and described the reasoning for this decision, however there are a few options that you do have detailed in the update at the top of the feature discussing this decision as well as other workarounds discussed in the comments:
Overall there are some mentioned add-ons that can be used to accomplish this, and another option would be to set up something locally on your mail server to send out a periodic email related to the PM tasks on a schedule and configure your service desk create issue from incoming email requests, to drop the items into a queue.
