Creating a Tabbed View

Can anyone provide any information on creating a tabbed view on the initial JIRA log in page? For example, if one wants to have tabs that read ICR, SCR, Feature Request, Bug and have them look like an actual tab that can be selected. I attached a screenshot of the desired view.

You can't do it in the base product. If there isn't a plugin you'd need to modify the source code, which is strongly recommend against.

do you know what the plugin might be called that  would have been used to create the view that is seen in the screenshot that  I uploaded? Also, in your expertise was this type of view created with a plugin or was the code modified?
