Creating a Personal Access Token from an external-identity-provider-managed account

I'm trying to create a Personal Access Token (PAT). Tried following the guide here. According to that, there are two ways to do this for Jira, none of them work in my case: (1) via the UI, I'm supposed to go to my profile and see a "Personal Access Tokens in the left-hand menu", but there's no left-hand menu at all. (2) via the API, but to do that I need a password, and there seems to be no way to create a password for an account managed via G-Suite SSO (correct me if I'm wrong).

I did manage to create an "API token", but those aren't mentioned in the REST API docs as something that'd be useful for letting an external party use the APIs (my ultimate goal). Also, using API tokens requires specifying the email of the user that created them, which just looks weird, especially if an external party is the one using them.

Please advise?? thanks !
