I basically want to have separate views/boards for Design and Dev work so that I can use independent WIP limits for each area but am still be able to see everything in the backlog.
I tried using the following filter...
project = XYZ AND type IN (Bug, Story, "Tech Debt", Task, "Documentation Task") AND sprint IN openSprints()
I get the view I want in the current sprint tab but when I go to the backlog tab the filter is applied there too and I can see none of my backlog items.
Is there a way to keep the full backlog view in the backlog tab as I don't really want to have to create another board just to be able to look at the backlog.

Since boards are showing work items based on a filter you would need three boards to achieve what you want to do. One board that is showing everything, and boards for Dev and Design. It is not possible to just have two boards where you see everything in the backlog and only specific items on the active sprint.
Your other option is to use a single board and use quick filters to only show items for Design or Dev, and see everything in the backlog.

I'd thought of the filter options but not sure if that would work for the WIP limits aspect, I was guessing that even with filtering the WIP limit would still apply to all tickets in that state , or does it apply only to the filters items

Yes, if you go with a single board the limit would apply to all work items even if you use quick filter, so in that case 3 boards would be the option.
