Creating Quick Filters that will show stories with a label and stories without that label

Hello!

Would someone be able to help me figure out how to wire up a couple quick filters on our Sprint board to show either stories that have a specific filter, and then the stories that don't have that filter?

I've created two quick filters in the board configuration settings. I'v attached the image. But essentially, we want to show:

1. All stories with a label = UGA

2. All stories with a label != UGA

My understanding is the 2nd filter should show all stories that don't have a label of UGA but when I activate that filter on the board, it removes any story that doesn't have a label populated in the label field. Would anyone know why that's happening?
