Creating HelloWorld Plugin Project "localhost:2990/jira" unable to load

I am trying to create Jira Gadget but in order to do so, I need to create a plugin.

I am following these steps: https://developer.atlassian.com/server/framework/atlassian-sdk/create-a-helloworld-plugin-project/ 

I have run the "atlas-run" step in the Command Prompt and everything runs smoothly.
The next step is to "Open a browser window and navigate to localhost:2990/jira.  To login, use the credentials:..." but the link fails to open. 

The one time it did load, it allowed me to sign in but there was not welcome page that the instructions said I should be able to see...

I have tried to copy and paste the link into a new browser and use various types of browsers. But the page shows that the page is unavailable.

If there are any ideas, I am open to anything! Thank you!

Long time has passed since this question. However, did you try to use forge to develop your app? It's rather new and it's more easy than before.
