When I press "+ Create a Webhook" the button simply gets grayed and nothing happens. I was expecting a form where I specify the name and the URL of the webhook.
URL path: /plugins/servlet/webhooks (or via menu Settings / System / Webhooks)
I am Admin, testing this with a free cloud version of Jira.

This issue is still happening for me on Brave & Chrome. Seems to be time-related in that if I click the button before the page has fully loaded, the form appears (but doesn't actually work). And if I let the page fully load the form doesn't appear at all.
The error when I get the form to show and hit create is:
