Create webhook form does not show

When I press "+ Create a Webhook" the button simply gets grayed and nothing happens. I was expecting a form where I specify the name and the URL of the webhook. 

URL path: /plugins/servlet/webhooks (or via menu Settings / System / Webhooks)

I am Admin, testing this with a free cloud version of Jira.

Same here -- not seeing much in terms of errors, just doesn't launch.

Same issue here too. We also lost the visibility to our existing webhooks!

This issue is still happening for me on Brave & Chrome. Seems to be time-related in that if I click the button before the page has fully loaded, the form appears (but doesn't actually work). And if I let the page fully load the form doesn't appear at all.
