I got a lot have licenses that need to renew once in a year.
I would like to create "issue type" that will notify the assignee user X time before it need to be done, and after the user finished he will update the ticket with the new date for the next time that need to renew.
Please assist.

You will need to talk to your administrators about getting a new issue type. Once you have it, you can create a search for it, and subscribe your people to it, so that they get notified. Maybe something like "due-date > now() and due-date < +7 and issuetype = licence".
