Create "Custom fields" option missing from Fields configuration

I want to create a new Issue field called 'Reviewer'. It will stack under the Reporter and Assignee fields, and include a name-picker drop-down for an additional person to review the work of the Assignee.

It will pair with a new 'In Review' status.

Atlassian instructions to create a new custom field state:
1. Select Settings > Issues.
2. Under FIELDS, select Custom fields.

There is no 'Custom fields' option, or any button, clickable content, or actionable or editable information on this page.

This is a company-managed project for which I am an administrator.

Can you provide a link to the document you are referencing?

The document I'm looking at is:

In that document it says to click on the Gear/Cog icon. For a Company Managed project that is a reference to the icon that appears in the upper right corner near your Avatar.

Only a Jira Administrator will have access to the necessary Issues option from that icon. Project Administrators don't have enough permissions to create an entirely new custom field.

Depending on the current configuration of your project you may also may not have enough permissions to add a new Status value.

Yes, that is the same document I referenced.

I was made a Project Admin, but the warning in the bottom-left still advised that it was a company-managed project I could not alter.

Then I was made a Company-managed Admin, and that opened the 'Project Settings' tab on the left, and the ability to add 'In Review' as a new work status (I still need to figure out how the new status becomes visible in the Timeline filters).

In that document, the 'Project Settings' cog icon they're referring to, is presumably in the bottom-left corner, not top-right. This matches the next steps of 'Issues' and 'Fields'.  The challenge is that I see no actionable links of any kind past that, to follow the 'Custom Fields' instruction.

Your interpretation is incorrect. The evidence is in your statement.

Given that only Jira/Product Administrators can create custom fields, and custom fields for Company Managed projects are a global item, the functionality is not accessed through Project Settings. It must be accessed through the cog next to your avatar, which is where globally impactful settings are accessed.. This is consistent with the instructions.

 

1. Select > Issues.
(Notice that is shows only the cog icon. In projects the cog icon is accompanied by the label "Project Settings". This is a clue about which cog icon they intend you to use - the one that does not include the label.)

2. Under FIELDS, select Custom fields.
(Notice that FIELDS is all caps. In the Project Settings Fields is not all caps. That is a clue that Project Settings is not the correct location.)

There is no "Custom Fields" option under the Fields heading accessed through Project Settings.

3. Click Create custom field. Make sure to select All to view the available field options.

From the issue description, we understand that the custom field option as shown in below picture is not available for you

Could you please confirm if you have the Administer Jira permission under the global permission as shown in the picture below

User needs to have this permission in order to Create and administer projects, issue types, fields, workflows, and schemes for all projects. Users with this permission can perform most administration tasks, except: managing users, importing data, and editing system email settings.

If you have this permission and still unable to see the custom field, please reach out to https://support.atlassian.com/ and we further need to check this and see from the backend what is restricting this

Thanks Prachi.

Correct.  I see the headers (Eg. Issues/Screens, Issues/Fields), but no lower tier options (ie Issues/Screens/Screen Schemes, Issues/Fields/Custom Fields).

[It doesn't appear to let me to save you a screenshot here]

I don't see how to navigate to your 2nd screenshot regarding 'System' and 'Global Permissions'.
