Create issues anonymously without account on jira

Hi;

We creat issues on JIRA via e-mail.

we want somebody to create issue via e-mail who has no account on jira.

how can we do this ?

Set up a single dummy account and set the mail handler to assume that user when it can't recognise an actual one.  That dummy user will need "create issue" rights at the very least.
