Create issue takes about 30 sec.

User Story:

After clicking on a "Create" button on "Create Issue Screen" I need to wait about 30 seconds for an issue to be created and "Create Issue Screen" disappeared.

I would start with checking the network and browser first. Try different one and write results. You can use developers tools build in every browser to see detailed info what is actually loaded and when.
