Create filters from Java

What is the suggested means of managing filters JIRA from a Java program?

I've been looking into the following options:

This one doesn't appear to have the option to createFilters, only to retrieve them.

<dependency>
<groupId>com.atlassian.jira</groupId>
<artifactId>jira-rest-java-client-core</artifactId>
<version>4.0.0</version>
</dependency>

Not exactly sure how to use this one, but a creatFilter call is available in the SearchRequestService object
