Create a validator that stops issue creation if a ticket with that user and component already exists

Hello everyone!

We have a Jira workflow that just tracks membership in a Diversity and Inclusion group.

Can I use a simple scripted validator to STOP an issue being created if a ticket already exists with this reporter and component?  So if Bob forgets he already signed up (or someone tries to sign him up on his behalf), the validator sees there is already a ticket where he is the reporter and it has this component and so stops the creation of the new ticket?

I'm like a monkey banging on a keyboard with code.  I tried to find some that already existed and alter them to work for me, but no luck.
