Create a new issue based on a Form Submission

So, I'm using Jira for Marketing, and I have a column in my board that's for new ideas.

Is there a way to have a form that generates new issues?

Like: form submitted > new issue in "New Ideas" column.

Does Jira have this type of form or maybe in Confluence?
