Create a management dashboard showing all tasks with the ability to filter by user on the fly

We are trying to create a dashboard for MGT to use that provides a way for them to see the tasks assigned to all users, with a filter option to select a particular user.

Like the "assigned to me" gadget but showing unresolved tasks for all users with a way for the manager to pick the particular user of interest on the fly.

OOTB you don't get dynamic filtering. You would need to look at an addon app or connect to PowerBI.
