Create a Form

I am looking to Create a Form in Jira v8.20.4. Unable to find this option under Project Settings.

The documentation you are referencing is for Atlassian's cloud product.  The server and data center versions of Jira have not had this functionality delivered yet.  Atlassian acquired ProForma Forms and implemented this in cloud first.   There is still a ProForma forms that you can install in server or data center.   https://marketplace.atlassian.com/search?query=proforma
