Create User Icon not available?

I do not see create user icon so I can add users? Can someone give me the steps to do so?

I'm not sure what create user icon you're referring to. Can you elaborate?

Have a look here for information on how to create users in Jira:

You will need to make sure you have administrative permissions in order to add the users.
