Create Read Only Users

I wanted to check how can I create Read- only users for a Project.

For ex: There is a xyz project and I want anybody just to view the Project but not able to make any changes or do something in that.

Create the user as normal.

Do not give them permission to do anything other than read issues, in the permission scheme for the project.

You may need to remove things like "any logged in user" from the permission scheme or take groups out and so-on.  You'll need to replace those with other groups or roles that match the existing users.
