Create Product Release Notes without Confluence

We're trying to start doing regular product release notes for internal and external processes but were wondering if there is an easy way to create product release notes? We don't have confluence only Jira.

Jira does have a feature to create your own release notes.  Check out Creating release notes

These release notes do not require Confluence to create them.  The templates can generate this information in either a text or html formatting for use on another page.
