Hi! I installed the "Google Chat for Jira Cloud" integration and configured Jira in Google Chat. I wanted to know if there is the possibility of creating a ticket from the 3-dot action menu of a message, rather than using the /jira_create command.
Is this possible?

No this is not possible, you will need to use the commands.

This limitation comes from Google Chat itself. Currently, third-party apps cannot add custom actions to the message action menu so integrations can't place a Create Jira issue option there.
Another constraint is that apps are not allowed to read messages in spaces unless they are mentioned. Access to messages without a mention requires restricted Google Chat scopes, which Google limits to protect user conversations.
However, when you mention the app or use a command, that message becomes available to the app. In that case it's possible to create a Jira issue from the message content.
For example, our integration supports creating issues with a simple command in Chat./zhade create <summary>
