Create Issue from a Rule Action is not triggering another Rule Action

i have 2 Rules:

1) Assignment Rule

2) Create a Task when a issue of type Story is created based on some conditions.

problem is as follows:

when Rule #2 is fired on a story task is getting created as expected but the Rule #1 is not firing for both issues and only firing on One(Original Issue).
