Create Issue _ UI

I conduct Jira training sessions and recently noticed that the +create experience has changed significantly in Jira Cloud. Since many training materials still show the older interface, I'd like to understand:

• Is this the new default experience for all Jira Cloud sites?
• Is the rollout gradual?
• Are there any release notes or documentation covering these changes?

Any official references would be greatly appreciated.
