Create/Edit Issue screen layout

The default create/edit issue screen has single column layout, meaning it is like a single column form.  I'm adding a lot of custom fields to these screens and it is very hard to scroll all the way down to fill in all the fields.

I want all the fields to be visible on the same page grouped with section names.  I do not want to use tabs (user requirement).

Is there any plugin or easy way to customize the layout for these screens?

No, the only way to re-arrange the fields is to hack the code that renders the view screens.  The only way to have fewer fields in one go is to use tabs.
