Create Board with additional parameter as new column, quick filter, card layout

I'm finding the way to create a board with additional parameters as - adding new columns, quick filter, card layout and administrators.

I'm not sure from your question, but are you trying to create a board through the REST API and are wondering if these parameters are available?
